[LDM #ICF-841424]: FreeBSD 10.3 patches for ldm-6.13.4

The assertion that the C macro __BSD_VISIBLE must be either 0 or 1 seems
inconsistent with the patches you sent, which added lines like this to the
file "noaaport/shmfifo.hin", for example:

    +#if ! ( _NO_XOPEN4 && _NO_XOPEN5 ) && !defined(_DARWIN_C_SOURCE) && 
!defined(__BSD_VISIBLE)

Note the use of "!defined(__BSD_VISIBLE)".

Please respond to this apparent inconsistency.
