[IDV #JAG-198674]: Time Height error using WRF

For the cross section, the IDV needs to interpolate many points that are not 
close to any grid points and the
WRF vertical coordinate system makes it even more complicated. I am not sure if 
there is anything I can do to fix this
problem. I will discuss this with my other developers from Univ. of WISC.
