[IDV #VKX-126564]: Cannot install Mapes IDV Collection

Another way is to install from the URL 
https://github.com/Unidata/drilsdown/raw/master/projects/MapesIDVcollection/deployable-jars/MapesIDVcollection.jar?raw=true
or local file (download this file from your firefox)

In the plugin manager, File > Install plugin from URL....
