[IDV #EJX-142039]: CONUS shaded relief in IDV



Hi Jim,

This morning I can access the shaded relief from the nightly build in the manner
you indicated with the "Create Background Image" button so you should be good to
go there. (Unfortunately, I could not access the layer over the weekend,
indicating this service may not be the most reliable. We already know that
because the USGS keeps altering the WMS endpoint.)

We still have to do some pruning as you mention.
