[IDV #TJV-450074]: IDV - IPV from GFS Global

This is a bug in 2.3 and earlier versions listed in the Known Problems at:

http://www.unidata.ucar.edu/software/idv/docs/userguide/Bugs.html#derivatives

Version 2.4b2 has a fix, let me know if that doesn't work for you.
