[IDV #DPE-464716]: TDS Radar RHI

I can't reproduce this, but have a few questions:

- can you rotate the display?
- if not, use the File->New->View Window->Map->One Pane menu
and open a new map display.  Does that unlock the first display?
- if you can rotate the display, how many timesteps do you 
have loaded in?  I noticed that there is a delay between moving
the selector point and the line resetting on these remote
connections when I have several timesteps but eventually it
does move.  We'll work on that since it looks like there's
some unnecessary calls back to the server.
