There is ann faq item that describes how to change the runIdv script:

However, if you are running from webstart from LEAD you will need to have them
change the memory setting on their webstart files.

There is what we call the default bundle:

But, the problem is that that bundle holds references to a particular data 
source.
You can create a bundle though that does not save the data. When loaded (see, 
favorite bundles
here: http://www.unidata.ucar.edu/software/idv/docs/userguide/Bundles.html)
you will be prompted to select the data.
