[IDV #CZL-505760]: RTMA grids in IDV

There appears to be a problem with the GRIB2 decoder and we're
looking into that.  I am able to create plots (color shaded plan
view), but the values are wrong.  

Thanks for the files.  That will help us track down the bug.
