Does the ISP/organization have a firewall that might be blocking
Java from accessing the internet?

These will use a different program, so depending on the configuration,
java may be blocked from accessing the network.  For example, on
my firewall, I have to allow different version of Java to access
the internet, as well as different programs.

I'm not sure what could be going on here except for some sort of
firewall.  Could you check for some firewall external to your
machine?
