Tom, 
Typically, I would expect there to be 24 times in your daily metar files
created with dchrly using a file name template like: YYYYMMDD_sao.gem.
That will create a new file name every day. 

The default maximum number of times in a file is 200, so it sounds like
you have more than 1 day of data in the file if these are metar files. 
If these are other agwx files that you were creating from your local data, 
then yor probably had some way of rotating the files, or data in the file.
You can see all the times in a surface file by using DATTIM=LIST. That
should tell you if you really are hitting the 200 time limit, and what data 
times are in your file.
