[Datastream #MTV-910920]: wind profiler data corruption issues

Hi Laurie,

re: formatting irregularities in 6-minute netCDF profiler files

I received the following comment from NOAA/GSD:

> The profiler wind data that we forward to you from GSD
> is strictly as-is.  Unfortunately, the NWS profiler group
> is unable to do any development or troubleshooting on
> this legacy system at this time.

It looks like we are stuck with the formatting problems for now...
