You probably realize that RASS is available within the FSL web pages.  See:

As of now, the IDD, through the efforts of FSL, provide the
community with profiler wind data (6 minute and hourly). We have
faculty here at OU SoM who are using that data in their research.
They are now interested in getting the RASS sounding data from those
profiler sites that also have RASS.

I am not sure how the profiler data sharing was original
negotiated, but can the RASS data be added as well from those
profilers that have RASS?
