GMS-5 Data Quality

The GMS-5 data being received no longer contains the errors we had been
seeing since January 26th, and the GMS data quality appears normal as of
at least 2000UTC yesterday.

Due to a signal problem external to SSEC, the GMS-5 data has contained
several flaws over the past few days. We and other sites receiving this
signal are actively pursuing a resolution to the problem.
