[AWIPS #WBO-906250]: aeips edec install issue

Hi there,

I think this issue is caused because the database RPM failed to install 
properly.
We've seen this sporadically but have been unsuccessful in recreating it for 
ourselves.
The only other recommendation we've given is to try reinstalling the database 
RPM, and
for our other users, eventually it seemed to succeed, and then no other 
modifications
were necessary.
