[AWIPS #HHI-539282]: GOES 16 ABI L1b file submittal to LDM via pqinsert question

Hi Peter,

Hmm, I assume a edex restart also included a ldm restart? Definitely need a ldm 
restart after the change. 

I did specifically test the pqinsert with a file from aws and it stored to 
data_store using "NIMAGE" but did not work using "DIFAX". What was in your 
test.log? 

Thank you for documenting everything as well. I haven't had a chance yet to try 
your instructions on Windows, but we plan on adding that to our webpage.
