[AWIPS #YBH-568420]: Fwd: Archived data

Looking at the log, I'm seeing quite a few errors - including a missing library 
so your file is not getting decoded. 

ERROR 2020-08-13 19:50:36,553 6067 [Ingest.GribDecode-1] PythonDecoderFactory: 
Error instantiating python decoder GribDecoder from jar 
/awips2/edex/lib/plugins/com.raytheon.edex.plugin.grib.jar
jep.JepException: <type 'exceptions.ImportError'>: libpng12.so.0: cannot open 
shared object file: No such file or directory

Can you check if/what libpng rpm you have installed?

rpm -qa | grep libpng
