Special toolsUI v5.9.1.1 release

We encountered an issue in the netCDF-Java 5.9.1 release in which the toolsUI jar would sometimes get created without a critical properties file being included. Unfortunately, the toolsUI 5.9.1 jar did not have the file included, and as a result, the application fails to launch. The build system has been updated to ensure this file is always included, and a new toolsUI only release has been made (v5.9.1.1). The jar can be obtained from the NSF Unidata netCDF-Java downloads page as well as the GitHub repository release page. Additionally, thanks to community efforts, the netCDF-Java command line utilities (with helper scripts), as well as the toolsUI application, are now available via conda-forge!
