You will need to recompile GEMPAK after changing a parameter in that file, just 
as an FYI ...

You are looking for $GEMPAK/include/GEMPRM.PRM, where you'll find the lines:
         PARAMETER       ( LLSTFL =  30000   )
C!                                              Max # stations in file
