Since I defined Unidata as subcenter 1 of NCAR for my national mosaic,
its a self imposed standard for parameter 201 table 2, centger 60,
subcenter 1.

can you check out ~caron/temp/ldm/radar_national.grib and see why its
bombing out?

if theres a table missing or something, lets throw an Exception rather
than allow a unchecked error.
