Andy,

The encoding scheme for all the reports can be found in The WMO Manual
306 on codes. I don't know where one can buy one, except to look it up on
the www. Buoy one is FM 18-X

Thanks for the quick reply.  I think I have found the stuff we need to use.
Do you have any examples of what the output of metar2nc and buoy2nc look
like? Are they ascii files?  Also, do you have a website where I can find
the format of WMO buoy observation reports (i.e. what does the encoded stuff
look like)?
