new spectra aviation cdl

Hiya,

Modified avn-x.cdl for Spectral Aviation Model.  A new field T_lpdg
(temperature in boundary layer) was added a few days ago. The new
version of avn-x.cdl is in the decoders directory of the anonymous ftp. Remember, this new cdl doesn't take affect until the next model when 
a new netCDF file is created.  I appreciate people reporting problems with
any of the decoders because there are some many different aspects to the
raw data, it's almost impossible to find them all.
