Most of the 'SA' that I have looked at appear to be part of an
agricultural network in the Canadian heartland.

For gempak users, dcmetr handles these fine also.

The SA code was the precursor to METAR. SA stands for Surface Airways I believe. Why the Canadians are so insistent about continuing to output data in this outdated format, I can't say. The old WXP decoder "sacvt" can decode this format.

    Is this "SA" format some variation on METAR documented somewhere or is the 
WMO header just wrong for this product?
