Just to make sure I have this right, conduit.ncep.noaa.gov is the primary in College Park, and ncepldm4.woc.noaa.gov is the backup in Boulder?

That system in Boulder is considered our backup, we are primary in College Park. I would point your servers to the primary hostname, and in the event we need to fail over to the backup we would notify users.
