GRIB and BUFR as Archival Data Formats?

Unidata developer John Caron spends a big portion of his time thinking about how to make the formats in which scientific data are stored more useful and robust. If you've been following his posts on the Unidata Developer's Blog, you know he's been grappling with the shortcomings of the widely used GRIB and BUFR file formats for a long time.

Caron has put together a brief paper extending his thoughts on GRIB and BUFR, hoping for additional feedback from community members on his ideas.
