[netCDF #HAM-780236]: ncdump with fortran-order output flags not working?

Hello,

Would it be possible to get the `bob.nc` file you are working with, so that I
might take a look and try to replicate this? I have tested this using different
`.nc` files on my own MacOS system using `ncdump -f f` and `ncdump -f c`, but
the output looks correct/as expected. If we were able to find a netCDF file
that let us recreate this issue, I would be able to step into the debugger and
try to figure out what is going on.

Thank you,

-Ward
