[netCDF #AIP-356829]: issues on netcdf-4 daily snapshots

Here it what it looks like to me.
1. the first two errors occur because
   --with-curl-config is supposed to point
   to the curl-config program, not the
   enclosing directory. This a natural
   mistake and am adding some checks to
   recover from that kind of oversight.

2. for the second two, it looks like
   you forget to specify a location for
   zlib. This may be the cause of the problems.
   Perhaps Ed Hartnett can give some insight.
