[netCDF #ATE-927500]: netcdf-3.6.3 installation error

The "Permission denied" erros you are getting when running the tests mean that
either you do not have permissions set to create files in the directories in
which you are running the tests or someone with a different user ID has
previously run the tests in those directories, and you don't have permissions
set to overwrite their test files.
