Right here:
/opt/pgi/linux86/6.2/bin/pgf90 -o netcdf_test netcdf_test.f90 netcdf.o
typeSizes.o ../libsrc/libnetcdf.a
(Sorry, the name changed in the next release, that's why I got it wrong.)
This works by linking to netcdf.o and typeSizes.o. First, try that.
If that works, try it with the .mod files, and see if that works...
