I think you would get a different error in that case, plus I believe that "make 
install" takes the trouble to correct set file permissions...

Try this: go to the nf_test directory of your netCDF install, and do a "make 
clean check"

This will rebuild and retest the fortran 90 API, and show us how it is done. 
Look for the output related to tst_f90.f90.
