Get the latest beta release from

   ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-2.4-beta.tar.Z

and follow the instructions in the INSTALL file.  You might be able to use
something as simple as:

   ./configure
   make all
   make test
