20000202: Decoding archived data w/ DCUAIR

Patrick,

The dcuair decoder is built to look for FOS formatted WMO bulletins
which have a certain control character sequence delimiting them.

Since your data does not have these, dcuair will not find any
bulletins to decode. Your options would be to create a
version of dc_gbul that could find the 604 bulletins-
or to preprocess the 604 file to fit a FOS transmission
format.

The last possibility would be to use the snrawd program from
Gempak 5.2.1 - but that still requires the bulletin to
end with ctrl-c. If you want to send me a data file, I could see if
this is a reasonable option...unfortunately, any limitations
of 5.2.1 would still exist therefore dropsonde and pibal
data won't be decoded.
