Our decoder output matches what you have shown below.
Basically there are 3 stations with missing temperatures
KOWB (every hour that they report) and KLOU and KEHR once each.
What you will find is that for these stations, you have received
their reports...and that TMPF isn't being stored for these reports.
If you use sfparm=tmpf;altm;text for example, you will see that there
are altimeter reports for Owensboro- even when no temp is stored.
On further examination of the KOWB report (note that they shut down between
5Z and 11Z) shows that they all have something in common in their temperature
report, eg:
KOWB 211945Z 17005KT 5SM BR SCT025 OVC040 18/ A2978=

OWB is reporting a temperature of 18C and not reporting a missing dewpoint.
The NWS code for decoding the METAR expects a missing dewpoint to
be included as MM, ie 18/MM, and therefore is not decoding the temparature
since it believes that this is an invalid format. I have fixed that
case in the decoder now.
In the case of KLOU, they actually did not report a temperature group
in their observation at that one hour, which is why the value is
stored as -9999.00.
I have posted 2 more updates in the gbuddy ftp area under
~gbuddy/nawips-5.4/patches/dcdmetar.c and dcdmtrmk.c
You can download these two routines and place in:
$GEMPAKHOME/src/bridge/metar
then update your copy of dchrly-

If you have more specific instances of reports that the decoder is not capable
of decoding, please let me know.
