[CONDUIT #MVT-279598]: IDD survey CONDUIT data stream chart error?

The numbers we provided in the CONDUIT survey were provided to us by NCEP.
Since the inclusion of those volumes was not intended to alert folks to
potential problems in their receipt of the data, we did not do a more
detailed analysis to make sure that the numbers were 100% correct.  The
intention was to alert users to the ballpark volumes included in CONDUIT
now, and what they could be if the 0.25 degree GFS data were added.
