[AWIPS #AZX-914931]: RHEL 8

Yes we are! The last AWIPS Tips blog we published touches on this a bit:

But, we are actively developing AWIPS 23.4.1 (which will be on Rocky8) and are 
hopeful to get out
a beta or production release very soon!
