[AWIPS #NDN-329238]: Reloading scans

Please shut down CAVE, clear caveData
(https://unidata.github.io/awips2/appendix/common-problems/#removing-cavedata), 
and 
then restart CAVE.  The problem should now be fixed and new radar data should 
update
as it becomes available.
Please let us know if this fixes the problem.
