[AWIPS #STB-821545]: METAR station plots

Hello,

I'm glad you have been able to update CAVE. Sorry you are having issues. You 
have the direct Windows install correct?

In the past you had issues with METAR data plotting as well. Can you confirm 
that you don't have any user PYTHON environment variables for your account? Can 
you potentially send us a screen capture of your variables?

Windows --> Edit environment variables for your account
