[nws-changes] 20100428: ESPC network

Update:

**At approximately 2315Z the ESPC network (all zones with the exception of
the Staging and Migration Zone) were unable to resolve any hostnames via
the ESPC DNS servers. At approximately 0210Z the IDP in the Staging and Migration Zone was bypassed at which point all network communications were restored and production of products are normal.**
