Details:

The Office of Satellite Operations (OSO) and Office of Satellite Data Processing and Distribution (OSDPD) have developed a new schedule of spacecraft priorities following the successful launch and validation of NOAA-19. These sets of priorities are used by OSO in handling simultaneous POES contacts and have been designed to maximize POES and Jason-2 users' data requirements while providing safe monitoring and sustainability of NOAA's POES constellation.
On January 12, 2010 at 0000 UTC, the following priorities will be assigned to 
NOAA's Operational POES constellation:

Spacecraft    Status          Number of Contacts per Day (All CDAs)
NOAA-19       PRIMARY P.M.    14 - as many as possible
JASON-2       PRIMARY/OSTM    12 - as many as possible
NOAA-15       BACKUP A.M.     8
NOAA-17       BACKUP A.M.     8
NOAA-18       BACKUP P.M.     8
NOAA-16 SECONDARY P.M. 8
EUMETSAT Operated
Metop-A       PRIMARY A.M.    (Provided by EUMETSAT)


To help manage and maintain each satellite and meet objectives, mission 
priorities have been defined for scheduling and for post-pass transfers:

Spacecraft Scheduling Priorities:
NOAA-19
Metop-A
Jason-2
NOAA-15
NOAA-17
NOAA-18
NOAA-16

Post-Pass Data Transfer Priorities:
NOAA-19 GAC   NOAA-19 LAC   NOAA-19 HRPT   NOAA-19 STIP
NOAA-15 GAC   NOAA-15 LAC   NOAA-15 HRPT   NOAA-15 STIP
NOAA-17 GAC   NOAA-17 LAC   NOAA-17 HRPT   NOAA-17 STIP
NOAA-18 GAC   NOAA-18 LAC   NOAA-18 HRPT   NOAA-18 STIP
NOAA-16 GAC   NOAA-16 LAC   NOAA-16 HRPT   NOAA-16 STIP

As part of the IJPS era, NOAA's agreement with EUMETSAT requires that we 
provide satellite data from the afternoon orbits while EUMETSAT provides the 
data from the morning orbits. To that end, NOAA-19 is used to meet that 
objective.
