IN ORDER TO ALLEVIATE LATENCY IN SENDING TO THE AWIPS SBN, THE NCF
INTENDS TO MOVE UPLINK OF THE GATEWAY (NWSTG) CHANNEL TO A NEWLY
INSTALLED LINUX UPLINK.  THIS WILL OCCUR AT APPROXIMATELY 18Z.
