BRACKNELL ENGLAND REMAINS DOWN DUE TO POWER OUTAGE. THEIR
BACKUP SYSTEM DID NOT KICK IN AND THEY HAVE DRAINED THEIR
LIMITED BATTERY POWER. NO ESTIMATE TIME OF REPAIR. THEY
