STRUCTURE OF THE NEW OM

PHILOSOPHY --  THE HYBRID APPROACH

     TEAM-BASED PROBLEM SOLVING WAS DEEMED AN ABSOLUTE NECESSITY
TO SUPPORT THE END-TO-END CONCEPT OF PROJECT MANAGEMENT AS WELL
AS THE INCLUSION OF ALL THOSE WITH EXPERTISE IN THE ISSUES AND A
STAKE IN THE RESULTS.  EQUALLY IMPORTANT WAS THE REQUIREMENT TO
DEVELOP A STRUCTURE THAT SUPPORTED THE CONDUCT OF DAY-TO-DAY
OPERATIONS AND CUSTOMER SERVICE.  THIS EVOLVED INTO A HYBRID
STRUCTURE COMBINING THE USE OF TASK-ORIENTED TEAMS FOR SPECIFIC
PROJECTS OF DEFINED RESOURCES AND LIFETIMES AND CORES OF
INTERRELATED FUNCTIONS FOR MANAGING ROUTINE WORKLOAD.  

TWO DIVISIONS

     IN KEEPING WITH THE CONCEPT OF LEADING THE SCIENCE AND
SERVICES...TWO DIVISIONS HAVE BEEN CREATED.  THE CREATION OF
THESE TWO DIVISIONS CONSOLIDATES ALL SERVICE ISSUES INTO A
SERVICE DIVISION AND ALL SCIENCE AND TECHNOLOGY ISSUES INTO A
SCIENCE DIVISION.  THIS FOSTERS THE CONCEPT OF AN END-TO-END

FORECAST PROCESS.  BASED ON THE TECHNOLOGIES AND SCIENTIFIC

UNDERTAKEN TO OPTIMIZE THE EFFECTIVENESS OF THE NWS WORKFORCE.  

SERVICE DIVISION...

     THE SERVICES DIVISION MANAGES THE WARNING AND FORECAST
PROGRAMS OF THE NWS BY ESTABLISHING REQUIREMENTS...DEVELOPING
IMPLEMENTATION STRATEGIES...SETTING POLICY FOR SERVICE AND
SERVICE ENHANCEMENTS...AND EVALUATING PRODUCTS AND SERVICES TO
ENSURE THAT IT MEETS CUSTOMER REQUIREMENTS WHILE INCORPORATING
THE LATEST ADVANCES IN SCIENCE AND TECHNOLOGY.  THE DIVISION
ENSURES A CUSTOMER-BASED APPROACH TOWARD THE DEVELOPMENT OF
SERVICES AND MANAGES SERVICE CHANGE THROUGH THE DIRECT
INVOLVEMENT OF CUSTOMERS IN PROJECT TEAMS.  SPECIAL CUSTOMER
EMPHASIS WILL BE PLACED ON ORGANIZATIONS AND AGENCIES WITH SHARED

CORES...

     INTERRELATED FUNCTIONS HAVE BEEN COMBINED INTO CORES TO
CREATE BRANCH-SIZE GROUPS THAT CAN FUNCTION AS A TEAM IN THE DAY-
TO-DAY MANAGEMENT OF PROGRAMS.  SOME OF THE HYDROMETEOROLOGISTS
IN THE CORES WILL BE IDENTIFIED AS PROGRAM MANAGERS TO PROVIDE
CUSTOMERS WITH A POINT OF CONTACT FOR VARIOUS PROGRAMS AND
FUNCTIONS.  EACH PROGRAM MANAGER WILL BE RESPONSIBLE FOR MORE
THAN ONE PROGRAM OR FUNCTION AND WILL BE CONSIDERED AS THE ONE
HAVING THE MOST EXPERTISE FOR THOSE PROGRAMS.  HOWEVER...ALL
STAFF MEMBERS OF A PARTICULAR CORE WILL BE EXPECTED TO HAVE
KNOWLEDGE OF ALL OF THE CORES' FUNCTIONS AND TO BE CROSS UTILIZED
IN THE WORK OF THE CORE.

     THE TWO CORES ASSOCIATED WITH THE SCIENCE DIVISION ARE

THE NWS WARNING AND FORECAST PROGRAMS INTO ONE CORE TO FOSTER
CONSISTENCY IN REQUIREMENT SETTING...IMPLEMENTATION...AND
MANAGEMENT OF SERVICES.  THIS SHOULD LEAD TO A GREATER
UNDERSTANDING OF THE RELATIONSHIP OF SERVICE CHANGES FROM ONE
PROGRAM TO ANOTHER...ESPECIALLY IN TERMS OF HOW THESE CHANGES
AFFECT WEATHER FORECAST OFFICE (WFO) OPERATIONS IN THE END-TO-END
FORECAST PROCESS.

     THIS CORE COMBINES FUNCTIONS THAT RESIDED IN THE WARNING AND
FORECAST BRANCH...THE AVIATION SERVICES BRANCH...THE MARINE AND
APPLIED SERVICES BRANCH...AND THE SERVICES DEVELOPMENT BRANCH.

CUSTOMER SERVICE CORE...

     THE CUSTOMER SERVICE CORE IS THE FOCUS FOR CUSTOMER
SATISFACTION AND USER OUTREACH ACTIVITIES FOR THE NWS.  IT IS
STRUCTURED AROUND THE ROLE OF THE WARNING COORDINATION
METEOROLOGISTS (WCM) WHO ARE THE NWS SERVICE REPRESENTATIVES.
ACCORDINGLY...THE CORE DEVELOPS POLICY AND PROCEDURES TO ASSIST
THE NWS IN ASSESSING USER REQUIREMENTS...DEVELOPING NEW OR
IMPROVED SERVICES...COORDINATING ACTIVITIES OF ALL ORGANIZATIONS
INVOLVED IN THE WARNING PROCESS...EVALUATING NWS PRODUCTS AND
SERVICES...AND COMMUNICATING CRITICAL INFORMATION WITH WEATHER
SENSITIVE INTERESTS.  EACH OF THE PROGRAMS IN THE CORE CROSS-CUTS
ALL NWS SERVICE PROGRAMS. 

     THE CORE IS MADE UP OF FUNCTIONS THAT WERE LOCATED IN THE
WARNING AND FORECAST BRANCH...THE AVIATION SERVICES BRANCH...AND
THE SERVICES EVALUATION BRANCH.  IT IS ALSO POSITIONED TO
POTENTIALLY ASSUME THE COMMUNICATIONS AND COORDINATION FUNCTIONS
OF THE TPO COMMUNICATIONS GROUP AS WELL AS APPROPRIATE FUNCTIONS
FROM THE INDUSTRIAL AFFAIRS STAFF.   

TASK TEAMS...

     EACH MAJOR PROJECT OR TASK OUTLINED IN THE OFFICE OF
METEOROLOGY TECHNICAL OPERATING PLAN (OMTOP) WILL BE SUPPORTED BY
A CROSS-CUTTING TASK TEAM LEAD BY AN APPROPRIATE STAFF MEMBER AND
MADE UP OF INDIVIDUALS FROM THE APPROPRIATE USER COMMUNITY AS
WELL AS OTHER HEADQUARTERS...REGIONAL...AND FIELD OFFICES.  THE
INTENT IS TO INVOLVE THE CUSTOMER IN THE DECISION-MAKING PROCESS
AND TO SECURE RESULTS THROUGH THE CREATION OF PARTNERSHIPS AND
CONSENSUS BUILDING.  TASK TEAMS WILL BE GOAL ORIENTED WITH
RESOURCES OUTLINED TO ENSURE SUCCESS.  EACH MAJOR PROJECT WILL BE
DEFINED TO HAVE A BEGINNING...MIDDLE...AND END TO ENSURE THAT
PROJECTS STAY ON TRACK...ARE ACCOUNTABLE...AND ACHIEVE DESIRED
RESULTS. 

RELATIONSHIP OF CORES TO TASK TEAMS... 

     TASK TEAM LEADERS WILL BE SELECTED FROM THE CORE WHOSE
FUNCTIONS ARE MOST DIRECTLY RELATED TO THE TEAM'S STATED GOALS. 
AS TEAMS ARE CONSTRUCTED...APPROPRIATE STAFF FROM OTHER CORES
WILL BE INCLUDED.  THE OUTCOME OF TEAM-BASED ACTIVITIES WILL BE
OF CRITICAL SIGNIFICANCE TO EACH INVOLVED CORE. 
ACCORDINGLY...THE ENTIRE CORE WILL PROVIDE INPUT AND GUIDANCE TO
ITS MEMBERS ON VARIOUS TEAMS.  SIMILARLY...TEAM MEMBERS WILL
INFUSE THE CORES WITH NEW IDEAS FROM THEIR VARIOUS TEAM

OF THE WORKFORCE.  THE CORE ALSO PROVIDES DIRECTION TO THE U.S.
WEATHER RESEARCH PROGRAM AND COORDINATES COLLABORATIVE RESEARCH
ACTIVITIES WITH UNIVERSITY AND RESEARCH INSTITUTIONS.

     THE CORE EMBODIES THE TRAINING FUNCTIONS THAT PREVIOUSLY
RESIDED IN THE SERVICES EVALUATION BRANCH AS WELL AS THE
SCIENTIFIC ASPECTS ASSOCIATED WITH THE SERVICES REQUIREMENTS
BRANCH...SUCH AS THE CAFTI PROCESS.

TECHNOLOGY AND FORECAST SYSTEMS CORE...

     THE TECHNOLOGY AND FORECAST SYSTEMS CORE HAS THE END-TO-END
RESPONSIBILITY FOR THE NEW TECHNOLOGIES...INCLUDING REQUIREMENT
SETTING...IMPLEMENTATION...EVALUATION...AND MANAGEMENT FOR SUCH
SYSTEMS AS THE WSR-88D...SATELLITES...UPPER AIR...AND ASOS.  THE
CORE IS ALSO THE FOCUS FOR THE ENVIRONMENTAL SERVICES DATA AND
INFORMATION MANAGEMENT PROGRAM AS WELL AS THE NORTH AMERICAN
ATMOSPHERIC OBSERVING SYSTEM.  

     THE CORE IS COMPRISED OF THE FUNCTIONS ASSOCIATED WITH THE
SYSTEMS REQUIREMENTS BRANCH AS WELL AS THE OPERATIONAL ASPECTS OF
THE SATELLITE PROGRAM FROM THE MARINE AND APPLIED SERVICES BRANCH
AND THE WSR-88D PROGRAM FROM THE OPERATIONS DIVISION. 

INTEGRATED HYDROMETEOROLOGICAL SERVICES CORE...

     THE INTEGRATED HYDROMETEOROLOGICAL SERVICES CORE COMBINES
THE NWS WARNING AND FORECAST PROGRAMS INTO ONE CORE TO FOSTER
CONSISTENCY IN REQUIREMENT SETTING...IMPLEMENTATION...AND
MANAGEMENT OF SERVICES.  THIS SHOULD LEAD TO A GREATER
UNDERSTANDING OF THE RELATIONSHIP OF SERVICE CHANGES FROM ONE
PROGRAM TO ANOTHER...ESPECIALLY IN TERMS OF HOW THESE CHANGES
AFFECT WEATHER FORECAST OFFICE (WFO) OPERATIONS IN THE END-TO-END
FORECAST PROCESS.

     THIS CORE COMBINES FUNCTIONS THAT RESIDED IN THE WARNING AND
FORECAST BRANCH...THE AVIATION SERVICES BRANCH...THE MARINE AND
APPLIED SERVICES BRANCH...AND THE SERVICES DEVELOPMENT BRANCH.

CUSTOMER SERVICE CORE...

     THE CUSTOMER SERVICE CORE IS THE FOCUS FOR CUSTOMER
SATISFACTION AND USER OUTREACH ACTIVITIES FOR THE NWS.  IT IS
STRUCTURED AROUND THE ROLE OF THE WARNING COORDINATION
METEOROLOGISTS (WCM) WHO ARE THE NWS SERVICE REPRESENTATIVES.
ACCORDINGLY...THE CORE DEVELOPS POLICY AND PROCEDURES TO ASSIST
THE NWS IN ASSESSING USER REQUIREMENTS...DEVELOPING NEW OR
IMPROVED SERVICES...COORDINATING ACTIVITIES OF ALL ORGANIZATIONS
INVOLVED IN THE WARNING PROCESS...EVALUATING NWS PRODUCTS AND
SERVICES...AND COMMUNICATING CRITICAL INFORMATION WITH WEATHER
SENSITIVE INTERESTS.  EACH OF THE PROGRAMS IN THE CORE CROSS-CUTS
ALL NWS SERVICE PROGRAMS. 

     THE CORE IS MADE UP OF FUNCTIONS THAT WERE LOCATED IN THE
WARNING AND FORECAST BRANCH...THE AVIATION SERVICES BRANCH...AND
THE SERVICES EVALUATION BRANCH.  IT IS ALSO POSITIONED TO
POTENTIALLY ASSUME THE COMMUNICATIONS AND COORDINATION FUNCTIONS
OF THE TPO COMMUNICATIONS GROUP AS WELL AS APPROPRIATE FUNCTIONS
FROM THE INDUSTRIAL AFFAIRS STAFF.   

TASK TEAMS...

     EACH MAJOR PROJECT OR TASK OUTLINED IN THE OFFICE OF
METEOROLOGY TECHNICAL OPERATING PLAN (OMTOP) WILL BE SUPPORTED BY
A CROSS-CUTTING TASK TEAM LEAD BY AN APPROPRIATE STAFF MEMBER AND
MADE UP OF INDIVIDUALS FROM THE APPROPRIATE USER COMMUNITY AS
WELL AS OTHER HEADQUARTERS...REGIONAL...AND FIELD OFFICES.  THE
INTENT IS TO INVOLVE THE CUSTOMER IN THE DECISION-MAKING PROCESS
AND TO SECURE RESULTS THROUGH THE CREATION OF PARTNERSHIPS AND
CONSENSUS BUILDING.  TASK TEAMS WILL BE GOAL ORIENTED WITH
RESOURCES OUTLINED TO ENSURE SUCCESS.  EACH MAJOR PROJECT WILL BE
DEFINED TO HAVE A BEGINNING...MIDDLE...AND END TO ENSURE THAT
PROJECTS STAY ON TRACK...ARE ACCOUNTABLE...AND ACHIEVE DESIRED
RESULTS. 

RELATIONSHIP OF CORES TO TASK TEAMS... 

     TASK TEAM LEADERS WILL BE SELECTED FROM THE CORE WHOSE
FUNCTIONS ARE MOST DIRECTLY RELATED TO THE TEAM'S STATED GOALS. 
AS TEAMS ARE CONSTRUCTED...APPROPRIATE STAFF FROM OTHER CORES
WILL BE INCLUDED.  THE OUTCOME OF TEAM-BASED ACTIVITIES WILL BE
OF CRITICAL SIGNIFICANCE TO EACH INVOLVED CORE. 
ACCORDINGLY...THE ENTIRE CORE WILL PROVIDE INPUT AND GUIDANCE TO
ITS MEMBERS ON VARIOUS TEAMS.  SIMILARLY...TEAM MEMBERS WILL
INFUSE THE CORES WITH NEW IDEAS FROM THEIR VARIOUS TEAM
ASSIGNMENTS.  THIS CROSS FERTILIZATION BETWEEN CORES AND TASK
TEAMS SHOULD FUSE THE DAY TO DAY OPERATIONS WITH THE TASK-
ORIENTED PROJECTS TO ENSURE A SYNERGY BETWEEN ACTIVITIES.
