SUBJECT:    NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION AND NATIONAL

            WEATHER SERVICE PARTICIPATION IN THE FEDERAL EMERGENCY

            MANAGEMENT AGENCY SPONSORED EXERCISE RESPONSE 95



      ELEMENTS OF THE NATIONAL OCEANIC ATMOSPHERIC ADMINISTRATION

(NOAA) AND THE NATIONAL WEATHER SERVICE (NWS) WILL BE PARTICIPATING

IN THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) SPONSORED EXERCISE

RESPONSE 95.  A FULL-SCALE, REAL-TIME... PREPAREDNESS EXERCISE...

RESPONSE 95 WILL TEST AND EVALUATE FEDERAL... STATE AND LOCAL

CAPABILITIES FOR RESPONDING TO A CATASTROPHIC HURRICANE.  THE SCENARIO

FOR THIS EXERCISE INCLUDES A HURRICANE STRIKING THE GULF COAST OF

LOUISIANA AND MISSISSIPPI... INCLUDING THE CITY OF NEW ORLEANS.  IN

THE MAKING FOR THE PAST 14 MONTHS... THIS EXERCISE IS THE LARGEST

NON-DEFENSE EXERCISE EVER BY FEMA.



      RESPONSE 95 WILL SIMULATE A CATEGORY FOUR HURRICANE THAT MOVES

THROUGH THE GULF OF MEXICO AND MAKES LANDFALL NEAR NEW ORLEANS.  SOME

LIMITED EXERCISE PLAY WILL BEGIN ON THE MORNING OF MAY 4... 1995 AND

SPINS UP TO FULL-SCALE EXERCISE PLAY ON THE MORNING OF MAY 9 AND

CONTINUES THROUGH THE AFTERNOON OF MAY 11... 1995.  THE FULL-SCALE

PORTION OF THE EXERCISE WILL BE CONTINUOUS FOR 60 HOURS.



      NWS SUPPORT OF EXERCISE RESPONSE 95 WILL BEGIN ON MAY 4... 1995.

AT 11 AM EDT THE NWS WILL BEGIN ROUTINE ISSUANCE OF HURRICANE AND

SEVERE WEATHER RELATED FORECASTS... ADVISORIES... AND WARNINGS.  THE

PRODUCTS LISTED BELOW WILL BE RELEASED ROUTINELY THROUGHOUT THE ENTIRE

EXERCISE AS WELL AS IN RESPONSE TO SIMULATED EVENTS WHICH WERE CREATED

TO TEST AND EVALUATE EMERGENCY MANAGEMENT RESPONSE CAPABILITIES.

OF EXERCISE RESPONSE 95 AND DO NOT DESCRIBE EXISTING WEATHER CONDITIONS.



SHOULD A THREAT OF SEVERE WEATHER DEVELOP DURING ANY PORTION OF THE

EXERCISE LOCAL NWS FIELD OFFICES AND EMERGENCY RESPONDERS WILL

DISCONTINUE EXERCISE PLAY AND ADDRESS THE POTENTIAL SEVERE WEATHER

THREAT.  THE FEMA EXERCISE DESIGN BRANCH AND THE NWS HAVE ESTABLISHED

GUIDELINES AND BACK-UP PROCEDURES THAT WILL ALLOW FOR LIMITED EXERCISE

PLAY DURING SUCH EVENTS.
