SUBJECT:  UPPER AIR STATION MOVE FROM ATLANTIC CITY, NJ,
          TO BROOKHAVEN, NY

Effective August 29, 1994, at 1200 UTC, the upper air program at
Weather Service Office (WSO) Atlantic City, NJ (location
identifier ACY) will begin moving to Weather Service Forecast
Office (WSFO) Brookhaven, NY (location identifier OKX).

The last upper-air observation from WSO Atlantic City will be
taken at 1200 UTC on August 29, 1994.  The first upper-air
observation from WSFO Brookhaven will be taken at 1200 UTC on
September 1, 1994.  In conjunction with this move, the product
identifier (XXX) will change from ACY to OKX.  For AFOS users,
the node (CCC) for these products will change from PHL to NYC and
the XXX will change from ACY to OKX.  The block and station id
will change from 72407 to 72501, and the WBAN number will change
from 73755 to 94703.

SUBJECT:    SUMMARY OF IMPLEMENTATIONS REGARDING MOS PRODUCTS,
            WHICH WILL BECOME EFFECTIVE ON AUGUST 31, 1994

(THE FOLLOWING INFORMATION WAS PROVIDED BY J. PAUL DALLAVALLE AND
JOHN JENSENIUS OF THE TECHNIQUES DEVELOPMENT LABORATORY, AND
CHRISTINE ALEX OF THE OFFICE OF METEOROLOGY.)

Effective at 1200 UTC on Wednesday, August 31, 1994, several new
products, and changes to existing products, will be implemented.
These changes are summarized below:

1)  The new Aviation model (AVN)-based Model Output Statistics
(MOS) guidance for more than 200 stations in the contiguous U.S.
and 30 stations in Alaska will be implemented.  The AFOS category
for these messages will be FAN;  the WMO headers will be FEXCxx,
FEXExx, FEXSxx, FEXWxx, and FEAK20 KWBC, where xx is a two digit
number identifying each message.  Refer to National Technical
Information Message 94-23, which was issued 7/19/94, for more
information.  Also, refer to Technical Procedures Bulletin (TPB)
No. 415 ("The AVN-Based Statistical Guidance Message") and the
associated blue reference card, which have been mailed to all TPB
subscribers in the past few weeks, for a description of the
format of the AVN-based MOS messages.

NOTE:  There are two errors in TPB No. 415 and in the blue
reference card.  TPB subscribers may want to make the following
pen-and-ink changes to TPB No. 415:

Page 10 (in the Appendix), change:

     In the WMO HEADER column, on the line for RDD (Redding,
     CA), change "FEXW58 KWBC" to "FEXW57 KWBC".  on the same
     line, in the AFOS PRODUCT ID column, change "FANSTO" to
     "FANREV" (16 lines from the bottom)

Page 11 (in the Appendix), change:

     In the AFOS PRODUCT ID column, on the line for TUS (Tucson,
     AZ), change "FANPWC" to "FANTWC" (15 lines from the bottom)

Similarly, on the "Interpretation of the AVN-Based Objective
Forecast Message" (both the last two pages of TPB 415 and the
blue reference card), dated 5/94, make the following change to
the last page of TPB 415 AND the back of the blue reference card,
in the last column, 6th collective from the top:

CHANGE:  "FEXW63 KWBC (FANPWC)" to "FEXW63 KWBC (FANTWC)"

2)  A new message containing AVN-based statistical daytime
maximum and nighttime minimum temperature forecasts for 12
Canadian stations will be implemented.  The AFOS identifier will
be cccFANCND (where "ccc" is your local node id); the WMO header
will be FECN20 KWBC.  Refer to National Technical Information
Message 94-24, which was issued 7/19/94, for more information.

3)  The abbreviated (two line) Limited-area Fine-mesh Model (LFM)
MOS products for the contiguous U.S. will be discontinued.  The
last cycle for which the LFM MOS products will be produced will
be 0000 UTC, August 31, 1994.  The AFOS category for these
products is FPC;  the WMO header is FOUS12 KWBC.  Refer to
National Technical Information Message 94-29, which was issued
8/2/94, for more information.

4)  Two new stations (Grace, Idaho [GRCI] and Kemmerer, Wyoming
[KMRW]) will be added to a collective of max/min temperature
forecasts for selected stations in the western U.S.  The AFOS
identifier for this collective is cccFTPWR, where "ccc" is your
local node id;  the WMO header is FOUS33 KWBC.  On the same date,
the plain language message header is also being modified to
clarify that the forecasts are based on the Nested Grid Model
(NGM).
