With Glenn Davis's help compiling netcdf3.1a, I've made a
version of 3.1a that will compile and link as an exported Win32
DLL using MSVC++ 4.2.  If you would like a copy of the source 
code including the .mak file, send me some email and I'll email
you the zip file containing all the source.  The zip file is 133K.
