[netcdf-porting] netCDF, FORTRAN, and Windows

Are FORTRAN DLLs available for netCDF revs. Older than 4.0?  I would
really like 3.6.1, but will be glad to make do with any 3.6.x.  In
particular, I am working with the Intel compiler, if that makes a
difference.  Thanks!
