[netcdf-porting] Porting NETCDF to OpenBSD amd64

Hi,

I try to upgrade the OpenBSD port with the latest release of NETCDF 4.0
C/C++/Fortran.
All is OK with the compilation but the regression test failed with utf8.

I try this :
