As far as I know, the test suite for the grib module is not yet enabled. Maven was not expected to execute those tests at all. Which Maven version are you using? I'm using Maven 2.2.1 and it worked fine. Maybe you are using Maven 3? (I didn't tried with Maven 3 yet).
