[netcdf-java] announce CDM version 4.1 rc3

Version 4.1 release candidate 3 of the netCDF-Java library is ready to test at 

 http://www.unidata.ucar.edu/software/netcdf-java/

under the "Development version 4.1" downloads.
New features were added that require another round of testing before becoming the stable release
Please report problems, bugs and suggested improvements to netcdf-java@xxxxxxxxxxxxxxxx.
