Not necessarily.  A 'notifyme' to an upstream LDM will be successful
if any portion of the feedtype that is being interrogated is ALLOWed by
the upstream.

Yes, you will be allowed to see that there are products in the queue
on the upstream host for the datastream for which there is an ALLOW in
scope on the upstream host.  This is a feature, not a bug.
