It also looks like the path to GEMPAK's "ps" device driver has been placed
ahead of the system "ps" command, which is why you are seeing the semget/semctl
warnings. Check your $path variable ...

Is SELinux enabled? That's often the culprit. It will prevent the rsyslog
system from allowing changes like that. either set SELinux to permissive or
disable it.
